About E911 with VoIP
TechWave VoIP provides interconnected VoIP service with Enhanced 911, or E911, capabilities. When you dial 911 from a TechWave VoIP service, your call is intended to route to the appropriate emergency response center, and your callback number and registered location are intended to be transmitted as part of the E911 process.
FCC rules require interconnected VoIP providers to advise subscribers, in plain language, when E911 may be unavailable or limited, to obtain and keep an affirmative acknowledgment from subscribers, and to provide warning labels or another conspicuous notice method.
Important Limitations of VoIP 911 Service
E911 service using VoIP is different from traditional wireline 911 service. In some situations, E911 may be unavailable, delayed, misrouted, or may send responders to the wrong location. This can happen if:
- Electrical power is unavailable at your location
- Your internet service is down or impaired
- Your firewall, router, switch, Wi-Fi, or local network is not working correctly
- A desk phone or other VoIP device is moved to another location and the registered location is not updated first
- Updated location information has not yet been processed or delivered through the emergency calling chain
The FCC requires providers to warn subscribers about circumstances where E911 may not be available or may be limited compared with traditional 911 service.
Your Registered Location
Before service begins, you must provide the physical location where the service will first be used. You must keep that registered location accurate and current at all times. FCC rules define the customer-provided location for interconnected VoIP service as the "Registered Location," and the provider must obtain it before service begins.
If you move a supported desk phone or begin using the service from a different address, you must update the registered location before using the service from that new location.
For business locations, you should provide enough detail to direct first responders to the right place, including suite, floor, unit, or similar identifying information where applicable. The FCC defines "dispatchable location" as a validated street address plus additional information such as suite or apartment details needed to identify the caller's location.
Customer Responsibilities
You are responsible for:
- Providing a complete and accurate registered location
- Updating that location any time the service is moved or used from another physical location
- Maintaining working electrical power and internet service
- Maintaining your firewall, router, switching, Wi-Fi, and local network
- Providing location details such as suite, floor, or unit when needed for accurate dispatch
TechWave VoIP supports the hosted phone service and the phones we provide. TechWave VoIP does not manage or support your internet connection or internal network under this disclosure. Problems in those systems can prevent E911 from working correctly.
Remote Use and Multi-Location Use
If your organization uses desk phones, softphones, or apps from multiple locations, including home offices or temporary work sites, emergency responders may be sent to the wrong address unless the registered location for that user or device has been updated before placing the 911 call.
The FCC's VoIP E911 rules focus heavily on this location issue for IP-enabled services. Each user or device that may be used to dial 911 should have an accurate registered location on file at all times.
Alternate Means of Calling 911
You should always maintain an alternate means of reaching emergency services, such as a charged mobile phone, especially during a power outage, broadband outage, or any failure affecting your local network or on-site equipment.
FCC-required subscriber notices for interconnected VoIP are based on the fact that VoIP 911 can be limited in ways traditional line-based 911 is not.
Warning Labels and Notices
TechWave VoIP may provide warning labels, stickers, or another conspicuous notice method regarding E911 limitations. Any label or notice provided by TechWave VoIP should be placed on or near the equipment used with the service.
FCC rules require interconnected VoIP providers to distribute warning stickers or other appropriate labels to subscribers.
Acknowledgment
By activating, using, or continuing to use TechWave VoIP service, you acknowledge that you have received, read, and understood this E911 disclosure and that you accept responsibility for maintaining an accurate and current registered location.
TechWave VoIP may require an additional written or electronic acknowledgment during signup, onboarding, service activation, device deployment, or account changes. FCC rules require interconnected VoIP providers to obtain and keep a record of subscriber acknowledgment.
